Tiffanee has over 25 years of diverse professional experience with increased responsibility across care management, strategic sales and entrepreneurial endeavors. The most recent 17 years of her career have been devoted to commercial and government sales primarily within the health IT and health services areas and includes successful tenures and strategic network building within companies such as Oracle Corporation, ACS (now Conduent), SAIC (now Leidos), Forrester Research, Evolvent (acquired by ManTech) and Telligen.  Prior to joining Optum’s federal team in 2015, Tiffanee held strategic leadership and relationship management roles aiding strategy and supporting executive teams.  These roles included Vice President of Partner Relations within ManTech and Federal Segment, Vice President for one of the nation’s largest and oldest Quality Improvement Organizations.  In the latter role, Tiffanee reported directly to the company CEO and managed federal growth for the health management and information management verticals.  Tiffanee left Optum, a United Healthcare company, in January 2017 to pursue entrepreneurial endeavors that leverage her diverse leadership experiences across health and sales. 


Tiffanee begin her career as a Substance Abuse Counselor under the American University TOPS (Therapeutic Outcomes through Prescribed Services) research based treatment program for inner city heroin addicts.  She managed a weekly case load in excess of 80 methadone patients within an FDA audited outpatient setting and eventually received a promotion to Supervising Counselor which involved responsibility for caseload management oversight for the full counseling team.  Tiffanee left this program to pursue full time graduate studies in Criminal Justice where she gained additional research experience under Dr. Laura Moriarty assessing drug court programs and gained exposure to other experience in financial fraud detection, corporate loss prevention investigations and Medicaid benefits eligibility management.  After leaving graduate school, Tiffanee begin her sales career at Office Specialist (now Randstad Staffing) where she led sales and margins within the region and maintained an average 94% client retention rate and averaged 72% margins on services. In late 1999, she was recruited from Randstad to join Oracle’s inside sales team and was promoted to an outside sales position within 18 months and grew revenues that led to Oracle’s largest enterprise license sales ($19M) into the Military Health System and established a new vertical devoted to Military Health pursuits.  Tiffanee transitioned from selling enterprise product sales to strategic services, working for the military health’s largest system integrator (SAIC now Leidos) where she supported and led business development for major enterprise system re-competes across both military health and HHS OP DIVs. She left Oracle to work for Forrester Research where she consistently exceeded sales targets and maintained client renewals in excess of 90%.  In this role she sold advisory services and market research to C-level IT officers within cabinet level federal agencies to include Departments of Veteran Affairs, Education, Treasury, HHS and Transportation.  She was recruited by a former colleague to help standup a federal practice within ACS Federal and won key IDIQ programs such as FDA ELMS as ICT-21.  Tiffanee was recruited from ACS by a former client (Army Medical CIO) to help implement and manage a partner relation program for a rapidly growing health IT startup within the military health space.  Shortly after this firm was acquired, Tiffanee was recruited by Telligen to help lead the federal strategy development and growth for a declining, but established CMS clinical quality improvement and IT contractor.      


Tiffanee holds a B.S. in Psychology (’94) and an Executive MBA (’13) from the Smith Business School at the University of Maryland College Park.  She also completed graduate studies in Organizational Management & Behavior with a concentration in Organizational Change.  She is married and a proud mother of two children, Chase and Rachel - ages 12 and 9.
